A fugitive's long route ends in a detention centre

It is claimed that he left India on his personal passport in April 2023. Over three years later, the route he took via Dubai, Caribbean, and Mexico has led to his detention in US immigration centers.

Harichand Jat of Lawrence Bishnoi gang, also known as Hari Boxer, has been detained in the US by Immigration and Customs Enforcement and there are plans for taking him to India, the Rajasthan Police stated.

This detention has been made public during the weekend of November 7-8. There is a difference between reports as to which day the Rajasthan Police spokesperson issued his statement.

Who he is

As per the description of the police, Jat is a 40-year-old man hailing from Chatarpura village of Kotputli-Behror district, Rajasthan. Jat is alleged to be one of the active members of the Lawrence Bishnoi gang.

The nickname of Jat owes to his past. He had associations with boxing in Jaipur and was also involved as a coach, hence acquiring the nickname of “Hari Boxer” as per the police sources.

What police allege

The charges are grave. According to Rajasthan Police, Jat was running criminal operations in India from overseas and was instrumental in providing arms to the Lawrence Bishnoi-Rohit Godara gang.

The man reportedly blackmailed rich businessmen through WhatsApp and Signal VoIP calls. As per reports, he organized gunfire on individuals or their relatives in case his demands of extortion were not fulfilled.

This is according to the police. Reports available do not provide any reaction from Jat or a lawyer and he is not reported to have been convicted of any crime.

How he allegedly got to the US

He went into hiding in April 2023. He is said to have moved around Dubai, Dominican Republic and Guyana, before coming to America from Mexico via an illegal pathway.

As per Bombay Samachar, he was arrested by ICE in California.

The paper trail behind the detention

This involved many years of paperwork. An Interpol red corner notice was placed against him on November 14, 2024 after coordination with CBI.

AGTF of Rajasthan then took the case international. The police said that AGTF had provided intelligence and technical inputs to international agencies, including nine Interpol requests to the United States between December 2024 and July 2026.

It had sent an interim arrest warrant, dossier update, and fingerprints. The police said that his arrest was due to coordinated efforts by the operation and technical teams of AGTF.

Detained is not the same as extradited

The terminology matters. ICE detention is an immigration procedure, but extradition is a court case where the individual has an opportunity to fight his extradition. All the available reports confirm that the procedure of his extradition to India is under way.

How soon it takes place is unknown. No date has been provided by the police, nor has any US official been quoted in the reports.

A pattern of overseas detentions

Jat is the latest name of the gangster to be arrested outside the country. As per the reports in The Tribune, Jagdeep Singh alias Jagga who was earlier associated with the Bishnoi gang and is now with the Rohit Godara gang has been arrested by the ICE near the Canada-US border and the process of his extradition has been set into motion.

The paper also mentions that Amit Sharma, alias Jack Pandit, has been arrested in the US following a Red Corner Notice and intelligence inputs from India.

The most prominent case was of Anmol Bishnoi, the brother of Lawrence. According to the report of All India Radio, he has been deported from the US and taken into custody by the NIA as he was absconding since 2022.

Why the gang matters

One of the most monitored organized crime groups in India is the Bishnoi group. Lawrence Bishnoi is behind bars, and the NIA has accused the group of being run from overseas through its ground level operatives.

The case of Anmol Bishnoi proved the extent of its reach according to the allegations made by the NIA.

What happens next

Several things will happen. The Indian authorities will just wait until the US immigration authorities complete their proceedings, which could include hearing before an immigration judge. Should he be deported, he will definitely be turned over to Rajasthan Police upon his arrival.

None of this information has been confirmed in the articles studied. There was no timeline stated as well as whether Jat would contest his deportation or not.
